How does this North Carolina calculator work?
One rate, no ZIP lookup — by design
North Carolina replaced sales tax on vehicles with the Highway Use Tax in 1989, and the 3% rate (G.S. 105-187.3) has no county or city add-ons — a Charlotte buyer and a Boone buyer pay exactly the same tax on the same car. That is why this page has no ZIP field: there is no local rate to find. The 3% applies to the sales price, including accessories and dealer documentation fees, less your trade-in allowance.
Trade-ins reduce the tax; rebates and private sales have catches
Your trade-in allowance comes off before the 3% is applied — on both dealer and private sales. Manufacturer rebates do not: the statute takes its “sales price” definition from the sales-tax law, which counts consideration from all sources, so a $3,000 rebate is still taxed. On a private (casual) sale, NCDMV charges the 3% on the vehicle’s market value from the Commissioner’s schedule of values, less trade-in — so a bargain price on the bill of sale does not automatically mean a bargain tax bill. This calculator uses the price you enter; treat the private-sale result as an estimate.
The number this calculator cannot give you: property tax
Since 2013 NCDMV has collected county and municipal vehicle property tax together with your registration renewal — the Tag & Tax Together program. The amount depends on your county and city rates and your vehicle’s assessed value, and on a newer car it is routinely several hundred dollars a year — usually the biggest line on the combined notice. Your county tax office can quote it exactly; this estimate deliberately leaves it out rather than guess.
Fees checked against the current schedule
NCDMV fees step up every four years under G.S. 20-4.02. The figures here — $66.75 title, $46.25 passenger plate, $25.50 motorcycle, $214.50 EV / $107.25 plug-in hybrid — are the schedule in force since July 1, 2024 (next adjustment July 1, 2028). Many competing calculators still show the pre-2024 $56.00 and $38.75 figures.
How does North Carolina calculate vehicle tax and registration?
It’s not sales tax — and that saves you real money
The 3% Highway Use Tax is less than half the combined sales-tax rate most states charge on a car. On a $30,000 purchase a North Carolina buyer pays $900 in HUT; the same car in a 7%–9% sales-tax city elsewhere costs $2,100–$2,700 in tax. The trade-off: HUT is due every time a title transfers, with far fewer exemptions than sales tax.
Your renewal bill is really two bills stapled together
Tag & Tax Together means the $46.25 plate fee arrives on the same notice as your county and municipal vehicle property tax — and you cannot renew one without paying both. On a newer vehicle the property-tax portion is commonly several times the plate fee. Budget for the combined number, not the $46.25.
Trade-ins reduce the tax; rebates do not
North Carolina deducts your trade-in allowance before applying the 3%, on dealer and private sales alike. Manufacturer rebates get no such treatment — the tax is computed on the pre-rebate price, so a $3,000 rebate still carries $90 of HUT.
Private sales are taxed on book value, not your bargain
There is no casual-sale exemption, and NCDMV does not simply take your word on the price: for a private sale the 3% is charged on the vehicle’s market value from the state’s schedule of values, less any trade-in. Paying your neighbor $2,000 for a car the schedule says is worth $8,000 means tax on $8,000.
Moving to North Carolina? Your tax is capped at $250
A vehicle titled in your name in another state for at least 90 days pays a maximum of $250 in Highway Use Tax when you title it in North Carolina (G.S. 105-187.6(c)) — one of the friendliest new-resident rules in the country. Commercial Class A/B vehicles and recreational vehicles are capped at $2,000 for everyone.
Electric vehicles pay $214.50 a year on top
Battery-electric vehicles pay a $214.50 annual fee with registration and plug-in hybrids $107.25, in place of the gas tax they do not pay at the pump. Both figures took effect with the July 2024 fee adjustment — up from $180 and $90.
Triangle counties add transit money to the notice
Wake, Durham and Orange counties sit in a regional transportation authority that levies an extra vehicle registration tax — capped at $10 a year by statute — and many NC cities add a municipal vehicle tax of up to $30. Neither changes the 3% HUT; they simply appear as extra lines on the combined renewal notice.

What do people get wrong about North Carolina car fees?
- North Carolina has no sales tax on vehicles. Instead you pay a 3% Highway Use Tax (HUT) when the title is transferred — the same 3% in every county and city, so there is no local rate to look up.
- Your renewal notice is a combined bill: NCDMV collects county and municipal vehicle PROPERTY TAX with your registration under the Tag & Tax Together program. It depends on where you live and your vehicle’s value, and it is NOT included in this estimate.
- A manufacturer rebate does not reduce the Highway Use Tax — the 3% applies to the price before the rebate comes off. A trade-in allowance does reduce it.
- Buying from a private seller? You still pay the 3% HUT at title transfer, but NCDMV computes it on the vehicle’s market value from its own schedule of values (less any trade-in) — not necessarily the price on your bill of sale.
- Counties in a regional transportation authority (Wake, Durham and Orange) add a small transit registration tax to the renewal notice — capped at $10 a year by G.S. 105-561 — and many NC cities add a municipal vehicle tax of up to $30 (G.S. 20-97). Both ride on the combined notice, not on this estimate.
