Two-year bills (New York, South Carolina, Massachusetts, Maryland) are shown as the state bills them, not halved — and Massachusetts' town excise still arrives in the off year. New Jersey's figure is the annual rate a used car pays; a new car there prepays four years at purchase. Kansas, Alabama, North and South Carolina, Virginia, Missouri and Arkansas add county-set property taxes to the ownership year that are disclosed on their state pages, not computed here.

Flat-fee states and value states are different products

6 of the published states charge a flat fee — the renewal is postage, $20.00 to $360.00 regardless of what you drive. The other 22 price the renewal on the vehicle itself: a percentage of current value in Arizona and California, a statutory share of original MSRP in Minnesota (a percentage of the vehicle's current value, depreciated on a statutory schedule, so the fee falls each year as the car ages), an MSRP bracket lookup in Michigan, an age-and-price table in Indiana, and an ownership tax riding on the registration in Colorado. On a new luxury car the two designs can differ by a factor of twenty; on a fifteen-year-old beater the value states are often the cheapest of all, because their schedules bottom out at token amounts.

What rides along with the renewal

The registration fee is rarely the whole envelope. EV registration surcharges now apply in 24 of the 28 published states — and they are moving: Minnesota's became value-based in January 2026 (0.5% of depreciated MSRP, $150 minimum), Alabama's and Colorado's climb on statutory escalators. Wisconsin lets some 73 municipalities and counties add a flat wheel tax that its calculator here computes per city — $71 a year stacked in Milwaukee. And several states use the renewal to collect a property tax on the vehicle itself, the subject of vehicle property tax by state: Kansas and Alabama take it at the counter, North Carolina refuses to renew without it.

Cycles, prepays, and why per-year comparisons mislead

Four published states bill two years at a time — New York, South Carolina, Massachusetts and Maryland — and New Jersey prepays four years on a new car at purchase. Halving a biennial bill looks fair until Massachusetts, where the town's excise arrives every year even though the RMV bills every other year — the off year is not free. Do electric vehicles pay more at renewal?

In 24 of the 28 published states, yes — an EV surcharge is added to the renewal, from $60.05 in Colorado to $270.00 in New Jersey on this reference car.
